SMRC Newsletter Jul-Dec 2001 reports high E coast correlation with SOI and MSL. MSL is much higher during La Nina tropical cyclones than during El Nino.

Previously, the documentation had stated that the 1957 values were reading of high and low water (i.e. MTL).  However, comparision to Pub. Sci. 20 indicates that the values were in fact MSL.  Thus, the statement has been removed.
