Changes to complete data set files

We recently added additional content to the zip files that contain the complete data set. This was done to provide more of the information that is available on the individual station pages. Firstly, there is additional information on some of the authorities who provide tide gauge data to us. While this was was displayed on the station pages, it previously had not been included in the zip files. Secondly, we have included datum information in a new directory named RLR_info. This directory has a text file that is displayed in the "Datum information" section of each individual station's RLR page, as well the image of the benchmark diagram provided on the website. In general, users do not have to do anything with this additional information. It is simply provided to give a more complete picture of the data set when users download the zip files.
